Richmond Council is asking for information after a thief walked away with £10,000 of York Stone paving in Richmond this week.
The paving, along Patten Alley near the Vineyard, was removed in a theft that will mean the taxpayer has to foot the bill for repairs and replacement.
Richmond Council has said anyone with any information should come forward and report it to the Police on 101.
Cllr Tony Arbour, Richmond Council Cabinet Member for Performance and Community Safety, said: “I am outraged over this senseless crime. York Stone is costly and no doubt these criminals have plans to sell it on.
“Richmond Council is spending vast amounts of taxpayers money improving the quality of footpaths and roads around the borough, and it is unbelievable that because of the actions of these thieves, residents have to cover the cost.
“I urge anyone with any information to come forward.”
